The Utah Fits All Scholarship is a state funded school choice scholarship program worth $8,000 for private school families to use towards their students’ tuition.

The Utah Fits All Scholarship Program came to be through HB215 during the 2023 General Legislative Session. The bill was sponsored by Representative Candice Pierucci and Senator Kirk Cullimore, and was signed into law by Governor Spencer Cox on January 28th, 2023 after passing the House and Senate by votes of 54-20 and 20-8 respectively.

How Scholarships Are Awarded:

Families with students K-12 who reside in the state of Utah full-time are eligible to apply for this scholarship. Scholarships are awarded on a needs basis. Those living below 300% of the poverty level are prioritized.

According to the law, a program manager shall then give an enrollment preference based on the following order to an eligible student on a lottery basis:

Used a scholarship in the previous school year and has submitted the required accountability measure
Is a sibling of an eligible student who:
- Uses a scholarship account at the time the sibling applies for a scholarship account; or
- Used a scholarship account in the school year immediately preceding the school year for which the sibling is applying for a scholarship account
Did not use a scholarship account in the previous school year with a family income at or below 300% of the federal poverty level
Awarded to any remaining eligible students

The Utah Fits All Scholarship application opens annually. Those who are currently receiving the scholarship must renew their application beginning in March of each year. Those who are not currently receiving the scholarship may apply in April of each year.

Once a scholarship is awarded to a student, they will have access to that scholarship year over year, so long as they renew their application each March.

How Much is Currently Allocated For the Utah Fits All Scholarship?

The Utah Fits All Scholarship was funded at $80 million in year one of the program (2024-2025). The program was appropriated an additional $40 million in ongoing funding during the 2025 legislative session—$20M allocated for the 2025-26 school year, and the full $40M for the 2026-27 school year. This latest increase in the scholarship fund is providing an opportunity for thousands more students to participate in the program. The total allocation for the 2026-2027 school year is $120 million.

Renewal Student Application Process

Beginning in March of each year, a student who is currently receiving the Utah Fits All Scholarship must renew their application in order to receive the scholarship for the following school year.

Parents may login to the portal on the program manager’s website (Odyssey). From there, fill out identification such as Parent/Student’s names, phone, email, and SSN. Then, upload your accountability measure, such as your student’s report card verifying they attend the selected school. Renewal families must select their school before scholarship awards are announced mid-June.

New Student Application Process

Beginning in April of each year, a student who is not currently receiving the Utah Fits All Scholarship may apply. Parents must create an account on the program manager’s website (Odyssey). From there, begin the application with general information such as parent/student name, phone, email, student’s birth certificate, and SSN. The application will ask for Proof of Residency to verify the family resides in the state of Utah. That can be achieved by uploading a current mortgage statement or utility bill. Finally, the application will ask for your previous year’s tax return. This is to verify a family’s income so the program manager can give enrollment preference to families living at or below the 300% poverty level.
